Defra will continue to reduce, simplify and streamline, embed partnership approaches at the earliest stage of policy development and encourage voluntary initiatives to solve problems. But it is vital that the industry makes voluntary initiatives succeed. Engaging farmers who are hard to reach is particularly challenging but we know that in most case farmers want to do the right thing. We need to consider how to make it easier for them to comply, and how to reward those who are already demonstrating best practice. Our final response, setting out an agenda for implementation, will be published early in 2012.
