LEADER+ has contributed to economic diversification, quality of life and preservation and enhancement of the natural and built environment of rural areas by fostering innovation. It should be used for increasing the adaptive capacity of an area, rather than for boosting short term productivity. Meeting needs of minority groups needs attention. It brought local actors together who would not otherwise have met to pursue common goals and this needs to be further developed. Public-private partnerships need to be actively promoted and supported. Steps need to be taken to adopt reliable methodologies to assess success or failure.
