The critical requirements are to develop the right frameworks for public and private payment for more of these non-market services that the uplands provide and to ensure that rural infrastructure and the planning system help economic development. Instead of characterising these areas in terms of the activities for which they are at a disadvantage, the focus would be on what they are good at producing. Overall co-ordination at ministerial level is required and an appropriate and convincing delivery structure
