The rural broadband gap needs to be recognised as dynamic and in need of on-going interventions. Target speeds and quality that address future needs should be defined. Accurate mapping of the quality of broadband provision is needed and new suppliers and community broadband initiatives should be encouraged. Government buying should be exploited when procuring e-government fibre networks and spare capacity should be built in and sold on from e-government networks. Effective organisational models and guidance over state aid permissions that enable such activity are needed and there should be a presumption of rural broadband gain across all government.
